The layers are an excellent idea - let's hear it for thermal underwear! - and also good walking boots and socks. However, maybe a smart down jacket, although the best physical solution, might not be appropriate in this situation. In addition to my own suggestion of a Soviet or Chinese style woollen greatcoat, perhaps it would be possible to purchase a coat locally, although the "organisation" might want him to be fully equipped before he sets off. Footwear that is waterproof seems sensible. The coats, etc. should be on sale now at reasonable prices. The social customs of the area are important, and what health insurance will he have?
